The retrospective from the teacher - student interaction.  Why School Registers Will Change Your Life.  Teachers and school inspectors encouraged school attendance.  The school officials, school inspectors, school trustees and principals all worked together to improve school attendance, as well as to upgrade the teacher qualifications, new topics, and new teaching techniques.  The consensus of the era was that education would be the agent to make a new society.
